Smarter Shift-Queued Actions

Can we make it so that when you shift-queue a command, the command is actually executed when you get there rather then when cast (but waits for the last command to finish)?

If that doesn't make sense, it's easier to explain with an example. Let's say your're a tinker and you just exhausted all your spells. Now you wanna rearm + start another combo. So you might think to press R , shift-w, shift-e, shift-blink, then shift-q. With the intention of rearming, firing missiles, machine marching then a blink-laser. But if you try this, instead, every shift-command spits out the 'ability on cool-down' message and thus fails to queue.

Now I know the game doesn't know that when the command comes up in queue, my ability would be off cool down nor do I want it to, but it should just wait to submit the command until the queue come up -that's why I queued it.

This would be a big help to tinker, obviously, but a lot of other minor things across other hero's would be benefited as well. Obviously, any refresher combo would be impacted. And short CD abilities could be theoretically chained if queued right. Also helps when your item/spell only has a few seconds of CD left, so instead of watching the timer tick down, you can issue a move, shift-item/spell command so you can watch the field rather than the timer.

Yes, it's minor. It's just really annoying when you are use to queuing a bunch of commands mid fight and you know when the channel ends, you can immediately wind walk but it's on CD so the queue doesn't go through, then in the delay of you manually re-doing it, you get interrupted and die.

Thoughts? Or explanation as to why this couldn't work?
