Can we discuss Infinite scaling in DOTA?

Pudge is a strength hero who can infinitely scale meaning there is no limit to how fat he can get, kinda like how Silencer works with intelligence and legion commander works with damage.

These heroes are in my opinion fundamentally broken.

If you die to Pudge in lane once, By the time he gets to level 4 flesh heap he has gained 47.5 health. That dosent look like alot but once it adds up.

If he kills a hero in every lane he has gained 142 health in the late game.

With that health he just gets more kills for more strength and more health.

Between him, Silencer, and Legion, no other hero can infinetly scale and be as powerful in one game of DOTA as they can. They can theoretically solo carry a game by existing.
Pudge can soak damage or legion and silencer can just 1-2 shot people.

Even if they are bad at the hero, pudge and silencer can be around kills, and legion just has to duel before the enemy dies.

Now my question is how can Icefrog nerf or change them to be balanced in the average pub game.

In the higher mmr's and the pro matches theres little to no problem with them.

But its us here in the trench that are suffering.

TLDR: Can we change Pudge, LC, and Silencer without making them unplayable but removing infinite scaling.
