Shouldn't MMR reset if you're inactive on DotA?

Before downvoting me read this.So in CSGO this also exists, if you don't play for a while your rank resets.
Some of you may be asking "Why?" the answer is because You lose skill when you don't play for a long time, and you probably aren't as good as you were before, so you must see what your new current rank is, I find this quite interesting because i remember a couple months ago a guy in 4k mmr picked invoker and said he's really good with that hero but he hasn't played for 3 months, and it turned out horrible, he fucked up mid and couldn't even remember the right spells....
