There needs to be a better way to report AFK players

The current system disconnects players who have not gotten experience in 5 minutes. This only works if the AFK player doesn't try to game it.

We have all been in games where the Nature's Prophet repeatedly cliff farms then dies several times, gives up and AFK. However, he doesn't auto disconnect and get an abandon, because he just spams his ulti for exp. Of course, this works for any other hero as well, **just AFK, then every 4 minute just go get 1 creep. The team doesn't benefit from being able to sell his items, use his hero, or get higher gold per second because the AFK player does not get disconnected.** And when the AI system gets implemented (if it ever will), the teammates would benefit from having an AI play for the AFK player.

**This type of player isn't truly away from the keyboard, but he isn't actually playing either.** Games with these people are the most frustrating because you know they won't be penalized for ruining games. Ability abuse reports could be used for this kind of behavior, but they never get acted upon – they are probably just auto printed out into toilet paper rolls in Gaben's throne room. I'm pretty sure only communication abuse reports work.

* We can try using ability abuse report but that isn't its true purpose
* These games are really frustrating
