A player involved in the same match fixing scandal as Arrow Gaming is directly invited to the Shanghai Majors SEA Qualifiers, how is this allowed?

Some may recall the match fixing scandal by a person called Vallejos which exposed Arrow Gaming match fixing which then lead to their ban and downfall. But what some people overlooked is that there were 2 other notable SEA teams from the Philippines that were also exposed along with Arrow Gaming.

As you guys can see Mark “Byb” Gavin of the current Execration was involved in the match fixing scandal with more numbers of match fixing confirmed compared to the only one exposed of Arrow Gaming which was against CSW.

I understand Solo's case was different and it has been discussed previously but it is clear that this player from Execration was in the same match fixing ring as Arrow Gaming but Execration is directly invited to the Main Qualifiers while Arrow (now Team Redemption) is disqualified from the Open Qualifiers. There are also a few of the players involved in the match fix from PH still actively playing in the Open Qualifiers as of now. Shouldn't the punishment be the same and everyone involved should have received the same punishment as it is the **same** scandal?
